Dimensions that allow pooling of complementary functions at the scale of a city: residential complexes developed integrated with office buildings, two major functions that support each other and can benefit together from additional services as sports halls, public spaces, parks, shopping or facilities such as clubs, retail outlets, kindergartens etc. This type of project, most often encountered in European examples, is initiated by public authorities as part of city development policies. Unfortunately, this does not happen regarding the authorities. They are coherent and sustainable examples of development, including economic reasons behind, needed at the city scale.
